In addition, he wants EPA to be able to continue to study "Climate Change", you know, that thing that's been around for millions of years and will disappear in July if we don't study it now. Here is the credible answer. They had a budget that passed appropriations in both houses and the WH. But the rethublican obstructionists pulled the fillibuster bull @!$%# and kept the budget from coming to the floor for a vote.

It's not possible to negotiate when one party has already decided prior to the negotiations that it's their way or no way at all...
